The purpose of this Emergency Plan is to provide for a prompt and coordinated response to emergencies affecting the Town of Hague.
This Emergency Plan does not apply to those day-to-day situations which can be handled by the responsible municipal service(s) on its (their) own.
The Emergency Planning Act as amended from time to time. The Emergency Plan is authorized in accordance with Bylaw No. 9911 of the Town of Hague, dated the 26th day of October, 1999 and as amended from time to time.
Deputy Coordinator: A person appointed by resolution of Council who acts in place of the Emergency Coordinator in their absence.
Disaster: Any real or anticipated occurrence which endangers the lives, safety, welfare, and well-being of some or all of the people and/or property and which cannot be brought under control by the use of all the regular municipal government services and resources, may be called a disaster.
Emergency: An abnormal situation which to limit damage to persons, property or the environment requires prompt action beyond normal procedures.
Emergency Control Group: A committee appointed by resolution of Council who oversees the administration and operation of the Emergency Measures Organization.
Emergency Coordinator: That person appointed by resolution of Council as the Emergency Coordinator for the Town of Hague.
Emergency Operations Centre: That location where department heads and Council go in the event of an emergency, the primary location being the Hague Town Office and the secondary location being the Hague Arena Complex.
Emergency Response Personnel: Municipal services such as fire, police, ambulance/hospital, first responders, public works and other agencies operating within the jurisdiction of the Town of Hague.
Town: Shall mean the Town of Hague.
Resource: Means personnel, equipment and operational supplies available for use during a period of emergency as outlined hereinafter.
On-Site Commander: When fire-related, the fire chief or his designate and in all other emergencies, the senior police officer.
This Emergency Plan will be implemented in part or in whole, when an emergency has occurred or threatens to occur. Implementation will be authorized by:
a) the Mayor,
b) in the absence of the Mayor, the Council,
c) in the absence of the Mayor and Council, the Emergency Coordinator,
d) or, the emergency response personnel authorized to act in accordance with this Emergency Plan.
The taking of extraordinary action, by emergency response personnel, constitutes implementation of this Emergency Plan.
ORGANIZATION AND CONTROL

Emergency Control Group:
a) Mayor/Deputy Mayor: Direct and control the emergency operations at all times. The personnel of federal and/or provincial emergency response groups does not alter the Mayor responsibility to direct and control the emergency operations within his/her jurisdiction.
1) Assume responsibility in the absence of the Mayor
2) Participate with the Mayor in the decision-making process.
3) Assist in the execution of operational control.
c) Emergency Coordinator:
1) To keep the Mayor and Council informed of developments, as they occur.
2) Ensure that all directions from the Mayor and Council are carried out.
3) Direct Emergency Control Group staff activities.
4) Ensure annual updating of the attachments to the Emergency Plan.
5) Ensure that the public is informed annually as to warning and evacuation procedures.
d) Deputy Emergency Coordinator: In the absence of the Emergency Coordinator, the Deputy Emergency Coordinator would assume all duties and responsibilities of the Emergency Coordinator.
Emergency Control Group Staff:
1) Advise Mayor and Council on legislation and procedures.
2) Take direction from the Coordinator.
3) Maintain financial and other records pertaining to the emergency.
b) Communications Coordinator:
1) Ensure that reliable communications are established between the operations On-site Commander and the Emergency Control Group
2) Coordinate communications procedures.
3) Arrange for additional/alternate communication resources with SaskTel Telephone System and other public and private agencies and/or organizations.
4) Knowledge of radio frequencies.
c) Transportation Coordinator:
1) Develop and maintain a Transportation Resource List
2) Coordinate the transportation of personnel and materials within the community.
3) Establish and maintain mutual aid transportation agreements with neighboring municipalities.
d) Social Service Coordinator:
1) Develop and maintain Evacuation and Reception Resource Lists.
2) Develop mutual aid agreements with neighboring municipalities for the provision of reception centers and/or services.
3) Organize and direct the provision of emergency feeding for workers and evacuees.
4) Organize and direct the provision of emergency lodging for the homeless.
5) Organize and direct the provision of emergency clothing for those who have lost everything.
6) Organize and direct the provision of personal services (clergy) – counseling and words of comfort for those in need.
7) Organize and direct the provision of registration and inquiry on a local, national and international level.
8) Establish and maintain contact with social agencies such as Health and Welfare Canada, Red Cross, Salvation Army Mennonite Central Committee and Mennonite Disaster Service.
e) Office Staff:
1) Perform all duties as may be assigned by the CAO.
f) Health Coordinator:
1) Health services implies all services with a role to play in care, management or transport of casualties. Those will include hospitals, clinics, homes for the aged, nursing homes, ambulance services and other specialized transport. Also included are facilities dedicated to the prevention of and control of disease.
2) There is a wide range of emergency powers vested with Health Services.
3) There are a good source of human and material resources.
g) Public Information Officer:
1) Media spokesperson who will establish and maintain contact with outside media such as radio and TV and prepare and present press releases as authorized by the Mayor.

On-Site Operations Group:
In general, the On-Site Commander will be the senior police officer, unless circumstances dictate otherwise.

2) Direct the emergency operations at the emergency site.
3) Keep the Emergency Control Group informed of all operations and requirements at the site
b) Police: In addition to their normal day-to-day duties:
1) The On-Site Commander, unless circumstances dictate otherwise.
2) Security at the emergency site.
3) A temporary morgue if required.
4) Assistance in the evacuation of people.
c) Fire: In addition to their normal day-to-day duties:
1) The On-Site Commander, unless circumstances dictate.
2) Assistance in the evacuation of people.
3) Initiate mutual aid if required.
d) Ambulance, First Responders, St. John’s, Red Cross: In addition to their normal day-to-day duties:
1) Evaluate casualty situation.
2) Initiate mutual aid if required.
3) Provide first-aid on-site.
4) Casualty sorting and evacuation.
e) Mennonite Disaster Services:
1) Organized volunteer labor for the clean-up.
The Town of Hague must depend entirely upon its own resources during the initial impact of an emergency. Provincial and/or federal assistance will be obtained through established channels, only after local resources have been fully committed or when it is clear that local resources will be inadequate.
Initially, emergency response personnel will respond to an event. If this event is beyond their capability to handle, the On-Site Commander will notify the Emergency coordinator or in their absence, the Deputy Commander.
The Emergency Coordinator or alternate will ensure all available members of the Emergency Control Group are On implementation of the Emergency Plan, the Emergency Operations Centre will be staffed, communications to the emergency site will be established and the Emergency Control Group will assume full responsibility for control of the emergency.

a) Emergency Site to Emergency Operations Centre:
The Emergency Coordinator will instruct the Superintendent in Charge of Outside Operations to dispatch a two-way radio-equipped vehicle to the emergency site, linking the site with the two-way radio base station located in the Emergency Operations Centre.

Where existing telephone service is or may be inadequate, the Emergency Coordinator will arrange with the SaskTel telephone system for the immediate installation of additional telephone instruments, for use by the Emergency Control Group for the duration of the emergency.

Information released must be precise as to the nature of the emergency, the dangers involved and the actions to be taken.
a) Public Information:
The Emergency Coordinator will advise an appointed Public Information Officer.
The Public Information Officer will confirm arrangements with the Mayor for the dissemination or information to the citizens and the general public.
b) Media Information
The Mayor or his/her delegated officer will authorize all information to be released to the news media by the Public Information Officer.
All communications, correspondence and activities will be recorded and retained for future reference.
EVACUATION & RE-ENTRY
In the event it is necessary to evacuate people, warning, transportation and security procedures must be observed.
In addition to the general warning (Section 1), the Emergency Control Group will ensure that:
a) Precise information is disseminated to the general public, as to the danger involved and actions to be taken.
b) Hospitals, schools, personal care homes and group residences in the affected area are notified.
c) Reception communities are notified.
d) Motorbikes, snowmobiles, all terrain vehicles and 4x4s are used as a means of communicating to the public a warning of an imminent evacuation.
It is anticipated that the majority of people will provide for their own transportation.
The Emergency Control Group will make arrangements to evacuate persons without transportation such as occupants of schools, personal care homes and group residences.
During the emergency period requiring evacuation, the police will secure the area and others as required.
R.C.M.P. to control any forms of looting or damage to personal goods.
Re-entry will be initiated as quickly as possible but not before local and provincial authorities are satisfied all appropriate preparations have been made, e.g. the restoration of utilities and essential services to homes and commercial establishments.
